Job offer letter template for Saudi Arabia

The short answer

A job offer letter tells a candidate the job, start date, wage and main terms you are offering, and asks them to accept by a date. In Saudi Arabia it comes before the employment contract, which is then documented on Qiwa. This job offer letter template splits basic wage and allowances and states the conditions of the offer.

When to use it

Send an offer letter once you have chosen a candidate and agreed the pay, before you prepare the employment contract. It gives both sides a written record of what was agreed and a clear deadline to accept. The employment contract then carries the same terms into Qiwa.

How to fill it in

  1. Use the figures you will put in the contract. The wage in Qiwa, the Mudad wage file and GOSI must match the contract, so an offer that differs causes problems later.
  2. List each allowance separately. The basic wage matters on its own: GOSI is calculated on basic plus housing, and the overtime premium on the basic hourly wage.
  3. State probation in days, no more than 180 in total (Article 53).
  4. Write the conditions plainly, such as background checks, the medical examination or, for candidates from abroad, the visa and work permit.
  5. Set an acceptance deadline, usually a few working days.

Common mistakes

  • Offering a total figure with no split, then splitting it differently in the contract.
  • Promising benefits, such as a bonus or a ticket, that are not repeated in the contract.
  • Leaving the start date open when a visa or a notice period elsewhere will delay it.

A worked example: a basic wage of 7,000 SAR with housing of 1,750 SAR gives a GOSI contributory wage of 8,750 SAR. Use the net salary calculator to show the candidate the expected take-home pay.

In the RafiqHR Recruiting module, an offer is built with your company’s default allowances, compared against the salary range, approved, costed by the payroll engine and accepted by the candidate from a private link.

Frequently asked questions

Is a job offer letter legally binding in Saudi Arabia?

The offer records what was agreed, and a signed acceptance can be used as evidence of it. The employment relationship itself is governed by the employment contract, which must be written and documented on Qiwa, so make sure the contract repeats the terms of the offer.

Should the offer show the gross or the net salary?

Show the basic wage and each allowance, with the total. A Saudi employee’s GOSI share is deducted from basic plus housing, so the net pay is lower than the total; you can mention that deductions apply by law.

Can the offer include a probation period?

Yes. State it in days. Under Article 53 as amended in 2025, it may not exceed 180 days in total, and it must also be written into the employment contract.

This is general information to help you understand the topic. It is not legal advice. Rules and rates change: always check the official text on the relevant authority’s platform and consult a qualified adviser before acting.
