How to adapt it

  1. Decide who owns each platform. If a government relations officer handles Muqeem and work permits, state that the HR officer coordinates these tasks rather than carrying them out.
  2. Split payroll out or keep it in. In a small company, the HR officer may also run payroll; if so, add the duties from the payroll specialist template.
  3. Name your HR system and any reports management expects.

What to avoid in a job ad

  • Requirements based on gender, age, nationality or religion. Describe the work and the skills, and let anyone who meets them apply.
  • Listing every HR specialism for one mid-level role.
  • Pay or benefits the offer will not match.

Frequently asked questions

What does an HR officer do in a Saudi company?

An HR officer keeps employee files, handles onboarding and exits, documents contracts on Qiwa, registers employees with GOSI, tracks leave and attendance, prepares payroll changes, follows Nitaqat, issues HR letters and answers employee questions on policy and the Labour Law.

Which government platforms does an HR officer use?

Mainly Qiwa for contracts, work permits and Nitaqat, GOSI for registrations and wages, Mudad for the wage protection file, and Muqeem for residents’ iqamas and visas, which is often shared with a government relations officer.

What is the difference between an HR officer and an HR manager?

The HR officer runs the daily processes and records. The HR manager sets policy, advises management, handles difficult cases and is accountable for HR compliance. In small companies one person often does both.
