Nitaqat

Also known as: نطاقات · Nitaqat bands · Nitaqat programme

The short answer

Nitaqat is the Saudisation programme of the Ministry of Human Resources. It places every private-sector establishment in a band, Platinum, High, Medium or Low Green, or Red, by comparing its share of Saudi employees with the rate required for its activity and size. Higher bands ease services; Red stops new visas and permit renewals.

How it is calculated

Saudisation rate = Saudi employees, counted under the programme’s rules ÷ total workforce. Not every Saudi counts as one: a wage of 4,000 SAR or more counts fully, 3,000 to under 4,000 SAR counts as half, and below 3,000 SAR does not count; GOSI registration is required. The rate uses an average over a period rather than one day, and the required rate rises over a published plan.

What it means for HR

  • Read your band from Qiwa every week; it is the authoritative figure.
  • Model each hire or exit against the band before deciding.
  • Watch the wage threshold. A Saudi employee just under 4,000 SAR counts as half.

Estimate your band with the Nitaqat calculator, and read the Nitaqat and Saudisation guide.
