HRDF (Hadaf)

Also known as: Human Resources Development Fund · Hadaf · هدف

The short answer

The Human Resources Development Fund, known as HRDF or Hadaf, is a Saudi government body that supports qualifying, training and employing Saudi nationals in the private sector. Its programmes include wage support for newly hired Saudis, on-the-job training for graduates and training that leads to employment, each with its own eligibility rules.

How it works

The establishment registers on the HRDF portal and applies for the right programme for each employee or trainee. Each programme has its own conditions: a minimum wage, GOSI registration, the length and share of support. Programmes and rates change from time to time, so check the current details on the fund’s portal.

What it means for HR

  • Include support in the cost of a hire before comparing a Saudi and an expatriate candidate.
  • Keep training and attendance evidence, since support usually depends on documented commitments.
  • Register the employee with GOSI at the right wage, which most programmes require.
