WPS for small establishments in Saudi Arabia: what applies to you

Why every establishment with even one worker is now covered by WPS, how the 2020 phases brought small businesses in, what the monthly file needs, and a checklist for an owner-run payroll.

The short answer

WPS for small establishments in Saudi Arabia works the same as for large ones. HRSD brought establishments with 5 to 10 workers into the Wage Protection Program on 1 August 2020 and those with 1 to 4 workers on 1 December 2020, the final phase. Each must submit a monthly wage file, usually through Mudad, within 30 days.

Key takeaways

  • Since 1 December 2020, the Wage Protection Program has covered establishments of every size, down to one worker.
  • There is no separate small-business version of the rules: the same monthly wage file applies.
  • The file goes through Mudad and must be uploaded within 30 days; since March 2025 only the previous month's file can be uploaded.
  • Most problems in small firms come from cash wages and salary changes not reflected in the Qiwa contract or GOSI.

Many owners of small businesses in Saudi Arabia still assume the Wage Protection System (WPS, حماية الأجور) is for large companies. It was, at first. Since the end of 2020 it has covered every establishment, however small. This guide explains how it reached small establishments, what is required each month, and how an owner-run payroll can stay compliant. For the general mechanics, see the WPS and Mudad guide.

How WPS reached small establishments

HRSD's Wage Protection Program was introduced in phases by establishment size, starting with the largest. The last two phases brought in the small businesses:

Phase Establishments In force from
16th 5 to 10 workers 1 August 2020
17th (final) 1 to 4 workers 1 December 2020

HRSD said at the time that establishments in the final phase must comply with the programme and submit the wage file monthly to avoid penalties, and pointed them to the Mudad platform and the ministry's website for the requirements.

The same rules, not a lighter version

We found no separate or simplified WPS regime for small establishments in HRSD's announcements. A three-person shop has the same obligation as a large company:

  1. Pay wages on time, through the banking system.
  2. Submit a monthly wage file that shows what each worker was paid.
  3. Make sure the wage paid matches the wage in the worker's documented contract on Qiwa and the wage registered with GOSI.

Since 1 March 2025, the file must be uploaded within 30 days, and only the previous month's file can be uploaded.

Where Mudad fits for a small business

HRSD describes Mudad as a platform that provides payroll solutions for small and medium enterprises, linked automatically to the Wage Protection Program, and that unifies the wage file format between establishments and banks. A small establishment can prepare payroll and the wage file in Mudad directly, or upload a file produced by its HR or payroll system. Services and fees are set by Mudad; check them on the platform.

Example: a café with three workers

Worker Qiwa contract GOSI wage (basic + housing) Paid this month WPS result
A 4,500 SAR 4,500 SAR 4,500 SAR by transfer Matches
B 4,500 SAR 4,500 SAR 5,000 SAR by transfer, after a raise Mismatch: contract and GOSI not updated
C 3,800 SAR 3,800 SAR 3,800 SAR in cash Not visible: no bank transfer

The owner paid everyone, yet two of the three records have a problem. For B, update the contract on Qiwa and the GOSI wage with the raise's effective date. For C, pay by bank transfer from now on.

Monthly checklist for a small establishment

  1. Before payroll, list any joiners, leavers, raises and unpaid leave.
  2. Update the Qiwa contract and the GOSI wage for every raise.
  3. Pay every worker by bank transfer on the usual date.
  4. Prepare the wage file and check IBANs, ID or iqama numbers and totals.
  5. Upload it through Mudad within 30 days, and review the compliance result.
  6. Fix any rejected record before next month's run.

You can check a wage file before upload with the Mudad file validator, which runs in your browser.

How RafiqHR helps

RafiqHR keeps contracts, salary history and payroll on one employee record, so a raise flows to payroll with its effective date and shows up in the variance report before approval. The Mudad and WPS wage file and the bank salary files are exported from the approved run, ready to upload.

Frequently asked questions

Does WPS apply to an establishment with only one or two workers?

Yes. HRSD's seventeenth and final phase of the Wage Protection Program applied to establishments with 1 to 4 workers from 1 December 2020. Since then, every private-sector establishment with workers is expected to submit its wage file each month.

Is there a simplified WPS service for small establishments?

We found no separate, simplified WPS regime for small establishments in HRSD's announcements. HRSD describes Mudad as a payroll platform built for small and medium enterprises, linked to the Wage Protection Program. Check Mudad for the current services and any fees.

What is the deadline for the WPS file?

Since March 2025, the wage file must be uploaded within 30 days, and only the previous month's file can be uploaded. Check the current deadline on Mudad, because the ministry updates the rules from time to time.
