A buyer's checklist for HR software in Saudi Arabia

Eight questions to put to any HR and payroll vendor in Saudi Arabia, from parallel payroll runs and government links to AI that acts, prices, and how you would leave.

The short answer

The right HR software for a Saudi company is one you can test before you commit. Ask every vendor: can it run payroll in parallel, is each government link in production or a sandbox, does Arabic work beyond the screens, are prices published, can you export your data, and does its AI preview, approve and undo actions?

Choosing HR and payroll software is a decision you live with for years, and the demo is the least reliable part of the process. The questions below help you test what a vendor actually does, with your data and your rules.

Run payroll in parallel first

Ask for a parallel run on one month of your own data. Compare net pay line by line with your current system. Ask what happens to differences: a good system produces a variance report before anyone approves a run. Payroll is where a wrong number costs the most, so this test matters more than any feature list.

Saudi HR and payroll touch several authorities, including GOSI, the Wage Protection System and Mudad, Muqeem, Qiwa and Nitaqat. Do not accept "yes, we integrate" as an answer. For each link, ask whether it runs in production today, in a test environment, or is planned. Ask who grants production access and by when.

Test Arabic beyond the screens

Menus translated into Arabic are the easy part. Test the letters, notifications, emails, reports and payslips that employees actually receive. Check right-to-left layout, names, dates and numbers on the printed page, not only on the screen.

Know what sits on the same employee record

Recruitment, performance, learning and benefits are often sold as separate products. Each separate product means another sync, another licence and another set of records to keep correct. Ask which modules sit on the same employee record and which are sold separately, and make sure the contract lists them.

Let AI act only with approval

An AI assistant is only useful if its actions are safe. Ask three questions. Does it act, or only answer? Who approves each action before it happens? Can you undo it, and for how long? Pay changes, promotions, disciplinary actions, terminations and government submissions should always need a person to approve them.

Compare prices on the same basis

Ask every vendor for the same list: the per-employee price, setup fees, the minimum annual fee, annual increases, volume discounts, and the cost of each add-on. Then calculate the annual total for your headcount, and check whether VAT is included. A low headline price can hide a high total.

Plan how you would leave

Ask for a data export clause in the contract, in a format you can use, such as CSV or a documented API. Ask how long a full export takes and whether it is included in the price. If a vendor cannot describe how you would leave, you do not yet know what you are buying.

Check security evidence, not logos

Ask how data is encrypted and who can see it, what the audit trail records, and which certifications the vendor holds today. Ask for dates. A certification that is planned is not the same as one that is held, and a vendor should tell you which is which.

How we would answer these questions

We would rather you ask these questions of us than take our word for anything. For RafiqHR, the honest answers are these. The Mudad and WPS wage file, the bank salary files and the GOSI contribution report are exported ready to upload today, and the status of every integration is published on our integrations page. Personal data is masked before it reaches an AI model, every action is recorded in a hash-chained audit log, and a full data export is written into the contract. Payroll is built for Saudi Arabia. You can see how we compare on our comparison page.

Frequently asked questions

How long should a parallel payroll run last?

At least one full monthly cycle, so you see a complete run, including a month with leave, overtime and leavers.

Is an ISO 27001 or SOC 2 report enough?

It is good evidence that a vendor's controls were tested, but read the scope. Check that the audited service is the product you would buy, and that the report is recent.
